Institutional Safeguarding and Operational Upgrade of Civil Protection
The climate crisis and the increasing frequency of natural and human-induced disasters make the transition to an integrated, modern, and scientifically grounded risk management system imperative.
Within this framework, the National Disaster Risk Management Strategy is being developed and adopted, forming the institutional core of the country’s new Civil Protection model. The Strategy organizes within a unified framework:
- prevention and risk assessment,
- preparedness and operational planning,
- coordination at national and regional levels,
- effective response to crisis situations.
This new framework aligns with international risk management standards and the European Civil Protection Mechanism, strengthening institutional cohesion and interoperability among involved stakeholders.
Strengthening Operational Capabilities
The institutional upgrade is accompanied by targeted investments that enhance prevention, surveillance, and coordination capabilities.
Aerial surveillance and data collection assets
As part of operational planning, three modern turboprop surveillance aircraft are being integrated, operating as airborne platforms for monitoring and collecting critical data.
These aircraft:
- support aerial surveillance of high-risk areas,
- contribute to early threat detection,
- provide real-time situational awareness for evidence-based decision-making.
The use of aerial data significantly strengthens forecasting capacity and strategic preparedness for critical events.
Regional Operations Centers
At the same time, 13 mobile Operations Centers are being developed — one in each Region of the country — with two specially configured vehicles per unit.
These Centers:
- enable decentralized operational coordination,
- strengthen cooperation between central government and local authorities,
- ensure faster response at the local level,
- improve connectivity and information flow during emergency incidents.
Their deployment brings crisis management closer to affected areas while enhancing operational flexibility.
From Crisis Management to Risk Management
The adoption of the National Strategy marks a substantial shift:
- from reactive disaster response
- to a model focused on prevention, preparedness, and early intervention.
The combination of institutional modernization and modern operational resources creates a comprehensive protection system capable of addressing the challenges of the climate crisis and ensuring:
- the protection of human life,
- the safety of infrastructure,
- the preservation of the natural environment,
- and the country’s overall resilience.
Budget and Funding
The AIGIS Project has a total budget of €2,077,494,365 dedicated to strengthening Civil Protection.
Funding is allocated across four main intervention pillars:
- 216.101.632€ – Infrastructure and facilities upgrades
- 346.264.004€ – Warning systems and prevention resources
- 193.091.652€ – Equipment and coordination support resources
- 1.322.037.079€ – Operational equipment and response assets
This investment is implemented within the above pillars and financed by the Recovery and Resilience Facility through the National Plan “Greece 2.0,” with resources from the European Union – NextGenerationEU.
