The most important program in the country’s history for strengthening Civil Protection
The «AIGIS» Program, with a budget of €2.16 bn, is the largest investment in the modernization of Civil Protection in the history of the Greek state.
It is:
- A major national effort aimed at making the country better prepared, safer, and more resilient in the face of the impacts of climate crisis
- An ambitious plan that comprehensively upgrades the way the country prevents, manages, and responds to crises related to natural or human-induced disasters.
The «AIGIS» Program is not merely a collection of projects. It is a highly robust framework of strategic interventions, logistical resources, and new technological applications that strengthen:
- prevention and early warning
- preparedness and operational capabilities
- operational coordination and interoperability
- effective response in crisis situations
- the country’s overall resilience

Recovery and Resilience Facility (RRF)
The Recovery and Resilience Facility (RRF), the “core” of Next Generation EU—the extraordinary mechanism created by the EU after the COVID-19 pandemic—is the main financial instrument for promoting reforms and investments that strengthen the resilience of member states.
In Greece, the RRF is implemented through the National Recovery and Resilience Plan “Greece 2.0”, which places at its center the acceleration of the green and digital transition, the strengthening of employment and social cohesion, the transformation of the economy, and institutional modernization.
Within the framework of “Greece 2.0”, the RRF finances a significant part of the projects and investments that make up AIGIS, with resources directed toward modern equipment, technology, assets, infrastructure, and, of course, the upgrading of workforce skills.
The central message “In the face of the Climate Crisis, we raise a shield of protection” describes the link between the National Recovery and Resilience Plan “Greece 2.0” and the «AIGIS» Program:
- It is with the contribution of the RRF that the Ministry of Climate Crisis and Civil Protection is implementing AIGIS and creating a modern Civil Protection Mechanism to address contemporary challenges and protect citizens, property, and the environment.
- It is through “Greece 2.0” as a driving force that the protective shield of the «AIGIS» Program extends across the entire country with speed and transparency, through a network of actions and projects, building a resilient Civil Protection system for today’s and future generations.
The framework of RRF / “Greece 2.0” actions for Civil Protection includes:
- the establishment of a National Disaster Risk Management Strategy,
- the development of innovative monitoring and management system
- the strengthening of aerial assets for crisis management
- the modernization of firefighting, prevention, and forest fire response equipment
